3 SEPARATE ACPO, HIDTA NARCOTICS INVESTIGATIONS RESULT IN INDICTMENTS OF 5 WOMEN, 2 MEN


MAYS LANDING- Three separate narcotics investigations led by the Liberty Mid-Atlantic HIDTA Task Force and the Atlantic County Prosecutor’s Office Gangs, Guns, & Narcotics Unit, with assistance from multiple state, county and local law enforcement agencies has resulted in the indictments of 7 defendants by three Atlantic County Grand Juries, Acting Atlantic County Prosecutor Cary Shill announced.

On September 15, 2021 an Atlantic County Grand Jury indicted Emery Chapman, 42, of Pleasantville, Ebony Chapman, 41, of Absecon, Tennille Lee, 44, of Atlantic City, and Theresa Lockhart, 20, of Millville in connection with a heroin distribution scheme throughout Atlantic County from November 2019 until June 2020.

An investigation initiated by the Liberty Mid-Atlantic HIDTA Task Force in November of 2019 revealed that Emery Chapman directed and conspired with Theresa Lockhart, Tennille Lee, and Ebony Chapman to distribute heroin within Atlantic County, New Jersey.

In January and February of 2020, Theresa Lockhart sold a total of over five ounces of heroin to an undercover police officer.  On June 1, 2020, police executed a search warrant at Tennille Lee’s apartment.  Police recovered 393 bricks of heroin with a total weight of approximately nine and one-half ounces.  Emery Chapman would communicate over his cellphone with Ebony Chapman, Lee, and Lockhart to not only facilitate these narcotics transactions but to also direct payment and schedule pickup of the heroin from his supplier in Philadelphia.

Emery Chapman was indicted on the following charges:

·         1st degree Leader of a Narcotics Trafficking Network

·         1st degree Possession with the Intent to Distribute Five Ounces or More of Heroin

·         2nd degree Conspiracy to Distribute Five Ounces or More of Heroin

·         3rd degree Possession of Heroin

Ebony Chapman and Tennille Lee were both indicted on the following charges:

·         1st degree Possession with the Intent to Distribute Five Ounces or More of Heroin

·         2nd degree Conspiracy to Distribute Five Ounces or More of Heroin

·         3rd degree Possession of Heroin

Theresa Lockhart was indicted on the following charges:

·         1st degree Distribution of Five Ounces or More of Heroin

·         2nd degree Conspiracy to Distribute Five Ounces or More of Heroin

·         2nd degree 3 Counts of Distribution of One-Half Ounce or More of Heroin

·         3rd degree 3 Counts of Possession of Heroin

This investigation was led by the Liberty Mid-Atlantic HIDTA Task Force and the Atlantic County Prosecutor’s Office Gangs, Guns, & Narcotics Unit, with assistance from the Atlantic City Police Department, Absecon Police Department, Egg Harbor Township Police Department, Galloway Police Department, Pleasantville Police Department, and the Cape May County Prosecutor’s Office.

On September 15, 2021 an Atlantic County Grand Jury indicted Malita Scarlett, 31, of Atlantic City, and Alicia Gilliard, 34, of Atlantic City for possessing narcotics and firearms in March 2021.

An investigation initiated by the Liberty Mid-Atlantic HIDTA Task Force led to search warrants being executed on March 11, 2021 at the Madison Hotel, room 752 in Atlantic City and apartment 216 at the Lighthouse Plaza, also in Atlantic City.  Scarlett was the registered room occupant of room 752 while also residing at apartment 216 at the Lighthouse Plaza with Gilliard.

Recovered from the person of Scarlett at the Madison Hotel was 27 grams of crystal methamphetamine, 16 grams of cocaine, and 210 wax folds of fentanyl.  Recovered from the bedroom of apartment 216 of the Lighthouse Plaza was 50 wax folds of heroin, over five ounces of crystal methamphetamine, three handguns, and over $11,000 cash.  Both the Madison Hotel and Lighthouse Plaza are located within 500 feet of designated public parks.

Scarlett and Gilliard were indicted on the following charges:

·         1st degree Possession with the Intent to Distribute Five Ounces or More of Crystal Methamphetamine

·         2nd degree Possession with the Intent to Distribute a Controlled Dangerous Substance within 500 feet of a Public Park

·         3rd degree Possession with the Intent to Distribute Heroin

·         3rd degree 2 counts of Possession of a Controlled Dangerous Substance

·         2nd degree 3 counts of Possession of a Firearm While Committing a CDS Offense

·         3rd degree Money Laundering

Malita Scarlett was additionally indicted on the following charges:

·         2nd degree Possession with the Intent to Distribute One-Half Ounce or More of Cocaine

·         3rd degree Possession with the Intent to Distribute Fentanyl

·         3rd degree Possession of Cocaine

·         3rd degree Possession of Fentanyl

·         2nd degree 3 counts of Certain Persons Not to Possess Firearms

This investigation was led by the Liberty Mid-Atlantic HIDTA Task Force and the Atlantic County Prosecutor’s Office Gangs, Guns, & Narcotics Unit, with assistance from the Atlantic City Police Department and the New Jersey State Police.

On September 15, 2021 an Atlantic County Grand Jury indicted Richard Mallinson, 53, of Mount Holly for possessing over five ounces of crystal methamphetamine.

An investigation initiated by the Liberty Mid-Atlantic HIDTA Task Force led to the arrest of Mallinson in Absecon on March 23, 2021.  Mallinson was in possession of over five ounces of crystal methamphetamine packaged for distribution.

Mallinson was indicted on the following charges:

·         1st degree Possession with the Intent to Distribute Five Ounces or More of Crystal Methamphetamine

·         3rd degree Possession of Crystal Methamphetamine

This investigation was led by the Liberty Mid-Atlantic HIDTA Task Force and the Atlantic County Prosecutor’s Office Gangs, Guns, & Narcotics Unit, with assistance from the Linwood, Absecon, and Somers Point Police Departments.

Chief Assistant Prosecutor Erik Bergman represents the state in these three matters.
